Make sure you have achieved the associated vampire rank to unlock the power first. Then input the sim ID in the (sim ID) section of the cheat.
To get access to the sim's ID use the 'sims.get_sim_id_by_name' cheat first. The following cheats allow you to use Sims 4 vampire powers:
